Try practising the arpeggio without the flat 9 (which is the flat 2, of course? in this case of D7, the e flat). Then add it. Maybe this approach in steps helps?

I’ve been practicing varying licks on backing tracks, and for some reason, I seem to have trouble getting the flat 9 lick “in” properly — whereas the diminished lick always seems to fit so much more nicely. It’s not a fingering problem–it’s my rhythm problem. And I understand the major minor resolution. So for instance, on Swing Gitan, it seems like a great tune to practice this on the A7 and D7 chords, but I just seem to scramble & land incorrectly. Is this a place others have stumbled?
